Xu Guan, an assistant surveillance commissioner in the Yun-nan Surveillance Commission, was promoted to surveillance vice commissioner in that office. Jia Quan, prefect of Da-li Prefecture, was promoted to administration vice commissioner of the left in the Yun-nan Administration Commission. Feng You, prefect of Chu-xiong Prefecture, was promoted to administration vice commissioner of the right. They were both to continue handling prefectural matters. Earlier, the Minister of War Wang Ji and others had memorialized from Lu-chuan that Xu Guan* and so on were all honest and able in their duties, that they had made great efforts in transport arrangements and requested that their promotion be considered. As the bandits had not been suppressed, the Emperor deferred this. At this time, Wang repeated the request and this order was accordingly issued. *Text erroneously gives Bao (保) for Xu (徐)
