It was ordered that merchants selling grain for salt in the Jin-chi Command be paid at the rate of one yin of salt for every two dou of rice, and that those in Da-li Prefecture be paid at the rate of one yin of salt for every two dou five sheng of rice. The salt was to be collected from the Huai-zhe, Si-chuan and Yun-nan Salt Distribution Supervisorates. These payments were not to be subject to the usual payments sequence.
