The Guang-dong Provincial Surveillance Commissioner submitted an impeachment stating that the Commissioner Zhang Tu (Alt: Zhang Yu) had allowed his family servants to go to sea and trade in fan goods. It was ordered that he be arrested and the charge investigated.
