Yong-le: Year 12, Month 3, Day 27	(16 Apr 1414)

On this day, the four subprefectures of Sheng, Hua (華), Si and Yi were established and placed under the jurisdiction of Sheng-hua Prefecture in Jiao-zhi. These were to administer the 11 counties, including Li River County, which lay South of Hua (化) Subprefecture. This was Champa's land which had been taken by the Li bandits and which had been defended by Ruan Shuai, Hu Ju, Deng Jing-yi and Deng Rong. When Shuai and the others rebelled, Champa sent people to guard this land. At this time, as the rebellious bandits had been captured, the Ying-guo Duke Zhang Fu, the regional commander, deliberated with the Qian-guo Duke Mu Sheng on the matter and again established four subprefectures by which to administer the area. Ruan Rao, Yang Meng-song, Fan Gong-yi and Ruan Jian, who had surrendered, were appointed as subprefectural magistrates, while Hu Jiao, Zhang Yuan-zhu, Wu Zheng and Fan Fang, who also had surrendered, were appointed as vice magistrates. A report was also made to the king of Champa so that he would know the reason for the establishment of the subprefectural divisions. The details of the matter were reported to the Court and the Heir Apparent gave his approval.
