In Fu-jian, five military guard commands at Fu-ning, Zhen-dong, Ping-hai, Yong-ning and Zhen-hai, and twelve subordinate battalions at Da-jin, Ding-hai, Mei-hua, Wan-an, Pu-xi, Chong-wu, Fu-jin, Jin-men, Gao-pu, Liu-ao, Tong-shan and Xuan-zhong were established, in order to guard against Japanese pirates.
