The two guards of Nan-ning and Liu-zhou were established. At this time, the Guang-xi branch secretariat officials had advised of three measures which it was appropriate to take: "1. Guang-xi's territory adjoins Jiao-zhi and Yun-nan and the areas it governs are all settlements and dong of the Miao. These man are savage and cruel and they alternate between rebellion and submission...." All the proposals were approved and subsequently the two guards of Nan-ning and Liu-zhou were established...
