In this month, the Lai-zhou Prefecture Vice Prefect Zhao Zhi was sent to take a proclamation with which to instruct Liang-huai (Alt: Huai-liang), the king of the country of Japan. The proclamation read: "....Recently, I sent envoys with letters to speed to the yi in the four directions. Korea, Annam, Champa, Java, Xi-yang and Suo-li (Alt: Xi-yang Suo-li; Suo-li in the Western Ocean) accorded with Heaven and accepted the orders. They recognized themselves as subjects and sent tribute..."
