The envoys sent by Si Bu-fa of Meng-yang came to offer tribute and seek control over the former land of Meng-yang. The civil and military officials deliberated and advised: "The land of Meng-yang has already been given to Ava-Burma and it will be difficult to change this decision. The bandit son Si Bu-fa harbours evil and is guileful, calculating and changeable. We cannot allow this request."
