Yuan Bin, a vice commissioner in charge of the Embroidered-Uniform Guard, advised: "The 653 fugitive artisans, including Ruan An, were from all from prefectures in Jiao-zhi which have already been abolished and they were purchased as child servants. Over the years they gradually fled and there has been no way to replace them. It is requested that the Ministry of Works be instructed to remove these posts from their establishment." This was approved.
