The Vice Censor-in-chief Jia Quan died. Quan (zi Bing-jun) had his origins in Han-dan County, Zhi-li... He was then promoted to prefect of Da-li Prefecture in Yun-nan. At that time, the troops were being employed in Lu-chuan, and they proceeded from Da-li. Through Quan's planning, the people were not disturbed. The Minister of War Wang Ji recommended that Quan be promoted to Yun-nan administration vice commissioner of the right, while still retaining control of the prefecture......
