Feng Yi, a supervising secretary in the Office of Scrutiny for Rites, and the Messenger Zhang Jin, were sent to take a proclamation enfeoffing Zhai-ya-ma-wu-an as the king of the country of Champa. The persons whom Zhai-ya-ma-wu-an had sent, had presented a memorial from him stating that the Annamese had returned to him an area on the Southern border of his country for him to govern. He had thus re-established the country, but fearing the authority of Heaven and not wanting to arbitrarily arrogate the title of ruler to himself, was especially sending envoys with a memorial to request the fief. This order was accordingly issued.
