Zhang Hai, a supervising secretary in the Office of Scrutiny for Revenue, and others, memorialized of five matters relating to disasters and portents: "....In recent years, pirates have been attacking and pillaging the Fu-jian region and Jiao-zhi has repeatedly transgressed across the Yun-nan borders. There is a lack of grand coordinators. Prior to additional establishment, it is requested that, as a provisional measure, a senior official be sent to Fu-jian as a patrolling inspector and that a censor-in-chief be sent to Yun-nan as grand coordinator....." The Emperor replied, saying: ".... There is no need for a patrolling inspector in Fu-jian or a grand coordinator in Yun-nan."
