The Vice Censor-in-Chief of the Right Wu Cheng, grand coordinator of Yun-nan, memorialized:

"The Jiao people have become wild and rebellious. Recently, they attacked Laos and killed people there, and now it has been heard that they are again drilling troops and are intending to attack Ba-bai. The calamity of an attack within the borders must be considered. I wish to select and send a civil official who is fully comprehending of matters and who is an able orator to take Imperial orders there, to instruct them in the Great Precepts of Right Conduct, so that they will return the territory that they have invaded."

The memorial was sent to the Ministry of War, which advised;

"We have recently received Imperial orders noting that the Guang-xi Provincial Administration Commission is required to send a despatch to instruct Li Hao, the king of the country of Annam, requiring him to correct himself and memorialize advice. Also, Imperial orders have been sent to the defence officials of Yun-nan and Guang-dong/Guang-xi requiring them to strengthen their defences. However, we are afraid that the defence officials might have been remiss in this and that errors might have been made. It is thus requested that further despatches be sent to the three administrations, requiring that they devote all their efforts to supervision of the troops and if they perceive that Annam is rebelling, they should urgently memorialize their plans for action."

Approval was given.
