Zuo Fu, a Messenger in the Messenger Office, who had been sent as deputy envoy to enfeoff the ruler of the country of Melaka, memorialized: "The chief envoy Zhang Sheng, a supervising secretary in the Office of Scrutiny for Personnel, died of illness when we reached Gan-zhou. The sea-going ship is now prepared to sail before the 10th month. If we wait for another chief envoy to be sent. I am afraid that we will miss the right season for the winds." It was commanded that the winds be taken advantage of and that it was not necessary to send a chief envoy. Fu was ordered, on reaching Guang-dong to select a capable official above the seventh grade to accompany him.
