The Ministry of Rites memorialized: "The Translators Institute has 154 translation officials and students. Now the teacher Ma Ming has, in violation of regulations, privately accepted Zhang Rui and others, a total of 136 students, and is teaching them fan script, so that they can be employed. It is desired that those involved in this be arrested and investigated. It is also requested that the teachers of the Translators Institute under the Han-lin Academy be not permitted to privately engage in teaching, so as to prevent information about the yi leaking out." The Emperor said: "There are a large number of officials and students in the Translators Institute. The Ministry of Rites is to have officials examine and select the skilled translators and retain them. The others are to be sent to the Ministry of Personnel for re-assignment. Those not given posts are to be sent home. In future, anyone who dares to engage in private tuition will be punished without pardon."
