The Ministry of War memorialized: "Previously, Li Hao, the king of the country of Annam, memorialized claiming that Cen Zu-de, a native official of Zhen-an Prefecture and people from Qin Subprefecture had crossed the border and engaged in aggression and disturbance. This ministry memorialized that, as the country of Annam had seized land from Ping-xiang County in Guang-xi and allowed yi persons to cross the seas and secretly steal from the pearl-beds, it was considered that he was falsely memorializing so as to cover up his evil plans. Subsequently, the matter was sent to the grand coordinator and other officials in Guang-dong/Guang-xi for investigation of the facts. Now, the investigation report has advised that Cen Zu-de, due to a struggle over succession, took the seal and fled to the dong area of Zhen-an Prefecture. He was there robbed by the dong person Cen Wang who, upon being found out, fled to the Tong-nong dong area of Tai-yuan Subprefecture in Annam. Zu-de then sent persons to pursue him, but they were unable to capture him, and they were chased back by the Jiao people. No persons from Qin Subprefecture have crossed the border or engaged in aggression or disturbance. Now, as the Annam envoy is returning, we should instruct the king to guard his border, keep his people in peace and not allow the receiving of absconders or the glossing over of faults and covering up of transgressions." The Emperor approved this.
