The Emperor instructed Gu Chang, the acting Minister of War, saying: "I have heard that Ba-bai and Bai-yi are engaged in hostilities, are enemies and that there has been no peace for years. I have noted that the Ba-bai Pacification Superintendency is 10,000 li in the distance, has been able to fulfil its duties and offer tribute, and I have observed its great sincerity. Now that it is engaged in hostilities with Bai-yi, the latter should be punished. You should instruct Ba-bai to train troops, strengthen defences and wait for the Imperial army to advance in attack."
