In this month.... the envoy Sang-qi-la-zha, who had been sent by Bu-la-lang, the king of the country of Burma, offered tribute of local products. He said that Si Lun-fa of the Bai-yi had repeatedly sent soldiers to attack and seize their territory. Thus, the Emperor spoke to the Court officials, saying: "Wrangling between the distant yi is a regular occurrence. However, China governs the yi in the four directions and must ensure that they are without problems. An envoy should be sent to instruct them and resolve the matter."
