Envoys were sent carrying proclamations with which to instruct the countries of San-fo-qi, Bo-ni and Cambodia. Zhao Shu and others went as envoys to San-fo-qi, Zhang Jing-zhi and others went as envoys to Bo-ni, while Guo Zheng and others went as envoys to Cambodia.
