The envoy from the country of Champa memorialized: "Annam attacked our country with troops. We, relying on the majesty of the Heavenly Court, have defeated them at the border. Thus, we are respectfully sending an envoy to advise of victory." The Emperor spoke to the Secretariat officials, saying: "The various states beyond the oceans are separated from us by mountains and seas. Each guards its own territory and they have long been coming to Court. In a previous year, Annam presented a memorial saying that Champa had violated its borders. This year Champa has now claimed that Annam has disturbed its borders. Both of these states serve the Court, but we have not ascertained which of the parties is right and which is wrong. Send an envoy to these two countries to instruct them to cease hostilities and allow the people to rest. They should not attack or trouble each other." Further, patterned fine silks were conferred upon the king of Champa, and his envoy was sent home.
