It was ordered that Yi Qian, the vice censor-in-chief of the right in the Auxiliary Censorate, take up the post of Jiao-zhi Provincial Administration Commissioner of the Right. At this time, the Jiao-zhi Provincial Administration Commissioner Qi Xun had been charged with corruption and demoted, and thus Qian was ordered to replace him. Lu Zhen, an assistant minister of the right in the Court of Judicial Review, was promoted to assistant administration commissioner of the left in the Jiao-zhi Provincial Administration Commission, while the clerk Sun Zi-liang was promoted to assistant administration commissioner of the right. Zhen had earlier accompanied the regional commander to Jiao-zhi. Zi-liang had previously been director of the Bureau of Military Appointments within the Ministry of War. However, due to an offence, he was banished to Jiao-zhi as a clerk. At this time, the Minister of War Chen Qia, who was in charge of the affairs of the Jiao-zhi Provincial Administration Commission, memorialized that these two persons were knowledgeable of government affairs, had long been in Jiao-zhi, were familiar with yi customs and thus were fit for the posts of assistant administration commissioners. Accordingly, this order was issued.
