The Ministry of Rites advised: "In the Interpreters Institute, a post of supervising official was established to control the seal and to exercise overall management of the Institute's staff and other matters. This has long been the case. Now, officials from the Ministry of War have abruptly interfered with and impeded matters. If the administration is not unified, it will be easy for ill-will and suspicions to result. It is requested that the old regulations be clearly made known and it be clearly stated that all matters in the two Institutes and all staff are to be subject to the supervising official's arrangements and that the Ministry of War is not permitted to arrest envoys or their subordinates......The problems such as fugitives and debt should also be subject to the arrangements of the supervising official." After investigation, this was approved.
