Previously, He Ru, a police officer in Guang-dong had repeatedly sought the surrender (招降) of fan persons from the country of Fo-lang-ji and thereby obtained their centipede-ship guns and other technologies. For his achievements, he was promoted to assistant magistrate of Shang-yuan County in Ying-tian Prefecture, and was instructed to supervise construction in the River-Controller Office, so as to provide for riverine defence. At this time, he had completed the three-year tenure in this post and the Ministry of Personnel noted his previous achievements. It was thus commanded that he be promoted to deputy magistrate in Wan-ping County, Shun-tian Prefecture. China's possession of the various Fo-lang-ji firearms began with Ru.
