Previously, following the ceremony by which the Respected and Supreme Ruler of Heaven reverently assigned a posthumous title to his Imperial Grandfather, the Ministry of Rites memorialized on the sending of an envoy to promulgate the information to Korea. The Emperor said: "Annam is also covered by Heaven. We cannot fail to send an envoy to inform them just because they been rebellious in recent years. Select a Court minister who is learned, able and familiar with affairs of state and have him take a proclamation for their instruction, as in the past. Thus, the relevant offices proposed a person to proceed there, but the Emperor ordered that someone else be recommended. This was repeated time and again but still no-one was sent. Subsequently, it was ordered that Huang Wan, who was formerly a vice minister of the left in the Ministry of Rites be promoted to Minister of that ministry and proceed as chief envoy and that Zhang Zhi, the right adviser in the Right Secretariat of the Heir Apparent be promoted to academician of the Han-lin Academy and proceed as deputy envoy. When they received the command to proceed, Wan was at home in mourning for a parent. He hastened to the Emperor to receive his personal orders before proceeding on the mission.
