Weng Wan-da, administration vice commissioner of the right in Zhe-jiang was transferred to fill an added post in Guang-xi. Previously, due to the proposed punitive expedition against Annam, an additional post of surveillance vice commissioner was established, and Wan-da filled that post in Guang-xi. At this time, he was promoted to administration vice commissioner in Zhe-jiang. However, the Grand Coordinator Cai Jing advised: "Wan-da has wide-ranging knowledge and abilities. Recently, in the handling of the surrender of Mo Fang-ying and his father of Annam, he devised many of the arrangements. He has a wide knowledge of the local situation and that of the yi. It would be of great advantage if he could supplement the Guang-xi administration." This was approved.
