An Imperial proclamation was promulgated noting: ".... In the areas of Guang-dong/Guang-xi and Yun-nan, because of the conscription and transport duties related to the expedition against Annam, the people have suffered greatly. The grand coordinators of these places are to put efforts into showing sympathy to the people....."
