Previously, Si-en Prefecture and Tian Subprefecture in Guang-xi were pacified and the Xin-jian Earl Wang Shou-ren proposed the establishment of circulating-official prefects to govern them. Also, when Ba-zhai was pacified, he proposed shifting the Na-dan Guard to Ba-zhai, changing the capital of Si-en Prefecture to Huang-tian, having Feng-hua County governed from San-li, establishing an additional circulating-official country magistrate post at Si-long and building extra walled forts at Wu-tun...
