The Censor Yang Yi-gui, regional inspector of Guang-dong, memorialized: "... There has been proposals to pacify the pirate Lin Feng through negotiation and settle him in Hui-zhou. Feng's gang does not exceed 500-600 persons, but without a major force it will be difficult to exterminate it. [Lin] urges the government to arrange negotiated pacification, but still appears and disappears, plundering and killing as he goes. In such a situation, wanting to pacify him through negotiation again is like raising a tiger, and will lead to future calamities..."
