Li Zong-yan, vice director of the Military Headquarters of the Capital Training Divisions, memorialized: "... The Minister Of Justice Huang Ke-zuan's Luzon large cannons, the Regional Commissioner Zhang Mao-zhong's iron gun carriage (鐵銃車), the 20-plus 'red-hair fan' large cannons at Hai-kang County in Lei-zhou Prefecture and the 20-plus South-east yi large cannons at Yang-jiang County in Zhao-qing Prefecture, are all fit for use...." The memorial was sent to the Ministry of War.
