The Censor Liu Zhi-dai, regional inspector of Zhe-jiang, memorialized: "The pirate Lin Qi-lao and others banded together with the 'red yi', falsely took on a reign title and sailed throughout the ocean waylaying goods and killing merchants. The grand coordinator and regional inspector of this province personally went to supervise the circuit commanders when they led the government troops and merchants in bravely attacking and eliminating the bandit leaders. Those whom the bandits had captured were all rescued alive. Promotions and rewards for the achievements should be discussed. In addition, it is requested that the demonstration of sympathy for those troops who died or were injured in battle be considered." The memorial was sent to the appropriate office.
