The Yun-nan Grand Defender and Proctor of the Left Luo Gui and others memorialized: "As the Mu-bang Pacification Superintendent Han Luo-fa had been attacked by his tribal chieftain Yin Bo-fa and others who had joined forces, he sent people to seek assistance. We have deliberated on sending the Nan-ning Earl Mao Sheng and the Commissioner-in-chief Hu Zhi and considered deploying government troops to eliminate or capture the offenders, as the situation dictates." The Emperor said: "If yi feud with and kill one another, but do not violate our borders, how can we lightly deploy government troops and have them start trouble because they are covetous of merit! The Ministry of War is to send an urgent despatch to Gui and the others stating that they are not to start border troubles, and that if there are violations of this directive, they will be punished without pardon."
