The Yun-nan Grand Coordinator Liu Shi-zeng memorialized: "The Long-chuan Pacification Commission lies very close to Teng-chong and Yong-chang. Externally, it guards against the various yi, and it serves as a screen for the inner territory. Since the Pacification Commissioner Duo Shi-ning died, the chieftain Yue Feng has been hatching evil schemes. His son Nang Wu-bei has also assisted in his cause. They have given their allegiance to Mang Mo, killed Shi-ning's wife, occupied Shi-ning's enfeoffed land, falsely sought enfeoffment as worthy successors, and seized the seal, warrant and tally-slips. The law cannot tolerate these crimes. First, an interpreter-official should be selected and sent to instruct him in the Court's might and virtuous power, and to explain which actions will bring calamity and which will bring prosperity. He should be ordered to return the seal, gold warrant and tally-slip stub book. Then the due heir should be clearly ascertained and appointed as pacification commissioner of this office. Perhaps it will not be necessary to execute Feng, as he may be able to make a new beginning. If he stupidly refuses to submit, native and Han government troops should be mobilized and the forces should be combined to eliminate or capture him. Then, the heads of Feng and his son should be publicly exposed and circulated in the border areas as a warning." The Ministry of War re-submitted the request. The Emperor approved the memorial.
