The Vice Minister Liu Ji-wen, supreme commander of Guang-dong/Guang-xi, put forward proposals on guarding against the Japanese: "..... As to the `bay yi' gathering in the inner territory, the dangers cannot be predicted. It is appropriate that taxation and inspection depots (抽盤廠) be constructed outside Ao-men in the areas of Xiang-shan, Da-bu (Alt: Da-po) and Yong-mo. When the [sailing] season arrives, a vice magistrate should be based at Xin-an and an assistant prefect should be based at Yong-mo. At the end of each season they should be withdrawn..."
