The Grand Secretary Shen Shi-xing and others memorialized a request: "Li Cai has been imprisoned for three years. In the past, he led troops against Ava-Burma. It is requested that, like Liu Tian-feng and Deng Zhi-long, he be released to realize achievements. We respectfully present the proposal re-submitted by the Ministry of War for the Emperor's advice." There was no response to the memorial.
