The Grand Secretary Wang Xi-jue and others memorialized: "We have examined the memorial re-submitted by the Ministry of Justice on the basis of the investigation by the Yun-nan grand coordinator and regional inspector of Li Cai's achievements and transgressions... The reason Your Majesty is angry at Cai is that he engaged in deception. Now, examining the original investigation memorial on Cai, it appears that when Meng-yang advised of the emergency, Cai truly sent troops to assist, and victory was achieved at Jin-sha. Meng-yang then offered tribute and a yi script memorial, calling for the Heavenly Court to reward those who despatched the government troops, was submitted. It must be said that the success was due to Cai. As to the extra heads reported as having been taken, this was nothing more than a failure to check the reports by the commanders...." There was no response to the memorial.
