The Ministry of Revenue re-submitted a memorial by the Yun-nan grand coordinator and the regional inspector: "The forces of the Ava-Burma bandits are very strong. Troops have been deployed in defence but there has been no provision made for grain rations. Permission is requested to temporarily expend the 200,000 liang of the Nan-jing and Si-chuan silver which is stored in the province and that the previously-detailed increase in the amount of gold to be provided by the province be remitted. Thus, the tax revenue to be used for the purchase of gold can be used to cover military expenses." The Emperor considered the matter and reduced the amount of gold to be provided by the province by 1,000 liang.
