Dai Yao, supreme commander of Guang-dong/Guang-xi, memorialized: "I received Imperial orders requiring me to punish the bandits to atone for my crimes. Three of the Jiao yi bandits -- Fu An, Qi Yang (Alts: Quan Yang, Nian Yang) and Fu Zhong -- have now been captured." The memorial was sent to the Ministry of War.
