The Fu-jian regional inspecting censor was instructed: "Investigate the various yi who were captured in the area of Xian-qi, and determine whether there were any irregularities such as them being lured into coming, or intentional violations of the border. Among them, there are persons from Korea. How should they be dealt with? There are also people from Guang-dong. How are they to be investigated? Also, what arrangements should be made for the Luzon, Western fan and Japanese yi? Memorialize on all these matters so that there is a basis on which decisions can be taken."
