As Duo An-min had abandoned the Ava-Burmese and returned to allegiance, an Imperial order was issued requiring that the due heir be determined and a request be memorialized so that a decision could be taken. An-min held Man-Wan (Man-mo and Wan Dian ??) and was still suspicious and fearful. The Yun-nan Grand Coordinator Zhou Jia-mo requested: "The Teng-chong Guard Commander Chen Yu-jie should be appointed as commandant of Long-ba and be charged with bringing the region under the sway of the Court. If it is likely that the chieftain will repent his mistakes, the Heavenly Court should pardon him from death and adopt the policy of governing them without directly governing them." The memorial was sent to the Ministry of War.
