Jia-mo, vice minister of the right in the Ministry of War, and grand coordinator of Yun-nan, memorialized: "The Ava-Burma yi have been the scourge of Yun-nan for years. The Long-chuan circuit, which is near to Ava-Burma, is the Lu-chuan of old. That place is one of the gates into West Yun-nan. If control over it is lost, the three pacification commissions will be endangered. If the three pacification commissions are endangered Teng-chong and Yong-chang will be imperilled. Fortunately, relying on Heaven's might, they have, at one stroke, been brought to peace. Huang Wen-bing of that circuit and the Regional Vice Commander Ma Zhen have devoted themselves entirely to their duties, and it is appropriate that they be rewarded and promoted." The memorial was sent to the ministry for deliberation.
