The evil person Li Xin of Zhang-zhou in Fu-jian, who had arrogated to himself the title "Hong-wu Lao" (Great Martial Man), and the pirate Yuan Ba-lao led over 1,000 of their gang members in plundering and burning. They were very wild and violent. The Grand Coordinator Wang Shi-chang ordered the Deputy Commissioners Ji Yuan-xian and Shen You-rong to lead government forces in punishing and pacifying them.
