The Ministry of War re-submitted a memorial by the Yun-nan Regional Inspector Liu Wei, which noted: "When members of native-official ruling families are to inherit ruling posts, officials dispute about investigations and procrastinate, and the clerks make use of such opportunities to engage in extortion. Consequently, even when there are those willing to take up the post they are unable to do so. In future, whenever the need for inheritance is advised, the provincial administration commission is to clearly investigate, submit a memorial on their behalf ( ), and confer the headwear and belt locally. The grand coordinator and the regional inspector's offices are to memorialize details of the year, month and day of the memorial to the ministry to facilitate investigation. If such persons wish to go to the capital to submit trained elephants and local products, they should be permitted to do so together with a memorial of advice. The arrangements by which grain payments are converted into silver should be stopped." This was approved.
