Ruan Xun, the Jiao-zhi native-official administration commissioner of the left, memorialized that his relative Pan Quan and others, totalling 175 households, were registered as civilians in Liang River Prefecture and other prefectures, subprefectures and counties and that they wished to be exempted from labor service in order to be able to support themselves. The Auxiliary Ministry of Revenue was ordered to send a despatch exempting them from labor service.
