23 Jan 1427
Imperial orders were sent to Huang Fu, Supervisor of the Household of the Heir Apparent and concurrently Minister of Works. The orders read: "You, Minister, were previously in Jiao-zhi. In your actions you were diligent and sincere. As you were repeatedly benevolent, you gained the trust of the region. The former Emperor valued your experience greatly and thus you were called back from 10,000 li away and have been able to personally assist me. Now the people of Jiao-zhi have been pining for you without end. Although I do not want to lose your assistance, retaining you would go against the wishes of the people, and thus you are to go again, for me, in order to pacify them. The relationship between ruler and minister lies not in whether they are physically near or are separated by a distance. You, Minister are to exert yourself to the utmost, so that every person finds their place. In this way, you will be according with my wishes. You will also take charge of the affairs of the Jiao-zhi Provincial Administration Commission and Provincial Surveillance Commission. Respect this!"
