The Qian-guo Duke Mu Sheng, regional commander of Yun-nan and... memorialized that the chieftain (火頭) Qu-bi, of Si-tuo Dian under the Lu-chuan Pacification Superintendency and... had attacked and pillaged the subprefectural cities, blocked roads and greatly alarmed the man people. Officials had been sent to try to pacify him, but they did not accord. Thus they requested that troops be sent to punish this bandit. The Emperor spoke to Zhang Ben, Minister of the Auxiliary Ministry of War, saying: "When the man and yi are engaged in killing and feuding among themselves, we should not lightly despatch troops. Have the three offices again attempt negotiated pacification and, if they still do not succeed, have them memorialize so that arrangements can be made."
