Imperial orders were sent to the officials of the three offices of Jiao-zhi, as follows: "The Cheng-shan Marquis Wang Tong and others have now been ordered to lead their troops against the bandits. When Tong arrives, you are to select 30,000 native troops and place them under his command. These bandits must be eliminated so as to pacify the area and allow the officials, clerks and military and civilian personnel under your administration to be provided for. Military affairs must take precedence. All other tasks are to be suspended, so as not to excessively trouble the people.
