The Jiao-zhi Regional Military Commission and Provincial Surveillance Commission memorialized: "The official Fang Zheng, who is serving in order to realize achievements, was guarding Yi-an Prefecture when the bandits sent troops against that city. Zheng kept his troops in place and did not send them out to do battle. The Regional Commissioner Wang Yan, concerned over the bandit's increasing strength, personally led crack troops to attack them. He took over 170 heads and the bandits fled in terror." The Emperor spoke to the Auxiliary Minister of War Zhang Ben, saying: "We do not know whether Fang Zheng not attacking the bandits was due to his wanting to maintain a strong position. However, the bandit force had made great progress with a crack force and the attack on them blunted their momentum. Yan can be considered to have realized achievements and we should not be tardy in rewarding him. Send a person to provide him with silver and silks in reward."
