The Regional Commissioner Zhang Kai and the Assistant Commander Tian Kuan were sent with orders of instruction for the Cheng-shan Marquis and Regional Commander Wang Tong, and the Assistant Regional Commander and Commissioner-in-chief Ma Ying. The orders read: "The letter sent by the Annam chieftain Li Li and so on, and the memorial from Chen Hao, a legitimate male descendant of the former Annam king, which were forwarded by the An-yuan Marquis and Regional Commander Liu Sheng, have both been received. They requested that the Chen line of succession be restored. Their great sincerity has touched my heart. I am ruler of all under Heaven and I wish all the people in the multitude of states within the four seas to be at peace in their lives and occupations. How can I bear to see Jiao-zhi alone suffer these calamities. Recently people have not been at peace and this was the result of some officials acting improperly in their pacification duties and maltreating the people. On examining the original sentiments of the people this is indeed to be pitied. Now, I have granted all their requests and have especially issued a proclamation of amnesty, permitting all to begin anew. When these orders arrive, you, ministers, are to lead the Imperial troops in returning home."
