The Guang-dong Provincial Surveillance Commissioner Yu Liang memorialized: "Recently, the bandit Huang Lu of Du dong in Ru-xi, Qin Subprefecture tempted in Jiao bandits and led them in attacking over 10 families and carrying off over 80 men and women. The Guang-dong Assistant Commissioner Cheng Yang did not provide strict defence and it is requested that his crime be punished." The Emperor instructed the Auxiliary Censorate officials, saying: "Yang certainly has committed an offence. However, if the events occurred before the amnesty, he is not to be investigated. If they occurred after the amnesty, and he did not arrest them, he is not to be pardoned. You should immediately send a despatch ordering Yang to go and apprehend the criminals. You are also to warn Yang that the harming of good and virtuous people cannot be tolerated."
