Guo Jin, the vice minister of the left in the Auxiliary Ministry of Personnel, memorialized: "As to the officials who served in Jiao-zhi and who have returned to the capital, if they are capital officials, they should, in accordance with the regulations for officials, be sent to the various ministries to await their duty appointments. Their salaries should be 1 shi of rice per month. The remainder of the officials should be registered and sent home, to await a call to employment. The Vice Director Que Xun (Alt: Guan Xun), the Prefect Chen Yun and so on, a total of 164 officials, dallied on the road and are the last to arrive back. They should be investigated and dismissed from their posts." The Emperor said: "The road is long. Poverty and illness have meant that some have inevitably been delayed. There is no need to punish them. All are to be treated in accordance with previous precedents. Those who are old and sick are to be given headwear and belts and sent back to their villages."
